You are eligible to exercise your right to vote outside Québec, if you meet the following 4 conditions:

Nor does the two-year time limit apply to your spouse, including your de facto spouse, or to dependents, provided that they are qualified electors and live with you outside Québec. You simply have to fill out a registration form for each elector and attach an attestation of your posting outside of Québec.
The registration period ends not later than March 19, 2014.
You can register on-line by filling out the secure form and attaching a copy of two identification documents.
If you fall within the category of electors outside Québec for whom the two-year time limit does not apply, you must also append an attestation of your posting outside Québec.

If you are posted elsewhere in Canada or to another country, the voting of electors outside of Québec is for you. Note that these provisions also cover your spouse, de facto spouse and dependents provided that they themselves are qualified electors and live with you outside of Québec.
All you have to do is complete one registration form per elector and attach the requested pieces of identity. If your stay outside of Québec exceeds two years, you must also supply an attestation of your posting outside Québec. In effect, the maximum period of two years does not apply in your case. A copy of this attestation must also be supplied for each person living with you outside of Québec who has exceeded that limit and who are qualified electors.

After the start of the election period and following your registration, you will receive a first notice at the address outside Québec indicated on your registration form. This notice will be sent free of charge by mail or courier and will contain the following documents:
The nomination period ends on March 22, 2014.
That is why, not later than the March 24, 2014, the Chief Electoral Officer will send you, by mail or by e-mail, a second package including the list of candidates of your electoral division.
During the election period, the list of candidates is also available on the web-site of the Chief Electoral Officer.
It is your responsibility to assume the cost of sending your ballot paper to Québec City.
The sending method is left up to your discretion. However, in order for your vote to count, the Chief Electoral Officer must receive it at his office in Québec City by mail or by courier not later than April 7, 2014 at 8:00 p.m. (end of the period for exercising the right to vote in Québec).

At the date of return appearing on your registration form, your name will automatically be removed from the list of electors eligible to vote outside Québec. However, you will remain entered on the permanent list of electors at the address in Québec indicated on your registration form.
